Development Banks and the Green Transition: Financing the Sustainable Development Convention

The greatest challenge humanity faces in the 21st century is the climate crisis. A successful green transition towards a sustainable economy requires various policy initiatives. To achieve these aims, a massive redistribution of capital will be necessary requiring cooperation between public and private sectors, states, and civil society.

Fernanda Feil is a professor at the Federal Fluminense University (UFF), where she teaches courses in sustainable finance and co-leads the Research Group on Financialization and Development (FINDE). She holds a PhD in Economics from UFF, with a dissertation on the role of the state in financial intermediation for sustainable development, and a master’s degree in Economics from the Federal University of Rio Grande do Sul (UFRGS), focused on Brazilian macroeconomic policy. Her academic work includes numerous publications and presentations at international conferences and seminars. Her research focuses on sustainable finance, the financial sector, public development banks, economic development, the green-sustainable transition, and just transition strategies. In addition to her teaching and research activities, she has broad experience collaborating on research and consulting projects with national and international institutions.

Carmem Feijo is a Full Professor of the Economics Department of UFF (Fluminense Federal University), Brazil, and a Senior Researcher of the CNPq (the National Council for Scientific and Technological Development of Brazil). She holds a Ph.D. in Economics from the University College London in 1988 and a Master of Arts in Economics from UFRJ (Federal University of Rio de Janeiro) in 1980. From 2015-2016, she was a visiting scholar at Columbia University, New York. Carmem Feijó has occupied several top positions in the Brazilian public service and academy. She has been among the pioneers of post-Keynesian Macroeconomics in Latin America since her Doctoral work under Victoria Chick’s supervision at University College London, UK. She is a well-known author of several books, book chapters, and academic papers in indexed international journals on structural change and industrial development in Brazil.

Carlos Henrique Horn is an economist and a full professor at the Faculty of Economic Sciences of the Federal University of Rio Grande do Sul (UFRGS), Brazil and holds a PhD in economics from the London School of Economics (LSE). He has been president-director of the Regional Development Bank of Southern Brazil (BRDE) and president of the Brazilian Association of Development (ABDE). Carlos also served as a counsellor on the board of directors of the Bank of the State of Rio Grande do Sul (Banrisul) and the advisory board of the Funding Authority for Studies and Projects (Finep).
