Because the thousands of permanently isolated city-folk would need to survive somehow.

Time is a Courier’s precious currency: offering incremental reductions in often lifelong sentences. All they must do is finish their contract without someone else killing them for it first - and it isn’t until Robin comes across an escort job worth 30 years, that she really begins to understand how badly her fellow convicts want their freedom.

But this won’t be a normal job.
It isn’t every day that she would haul a fresh criminal across to Seclusion - the mysterious detention centre near the edges of the city.
