A man, Leonard Gauthier, was a member of a secret CIA research project tasked with the development of a machine that can program the brain like a computer. The program was terminated. With the advent of advanced electronic and computer technology which became available years later, Gauthier privately resumed the development of the machine and produced a working portable unit that could be used to positively control people against their will. Corrupted by the power he then possessed, Gauthier turned in to a delusional psychopathic serial killer using the device, primarily targeting former enemies of his. Alerted by another former member of the secret research team that became aware of Gauthier’s exploits, the CIA recruits Bruce Highland, who is a private investigator with a background in military intelligence with knowledge of the original program, to find and stop Gauthier.
