Francis O’Toole is Associate Professor in the School of Social Sciences and Philosophy in Trinity College Dublin, Ireland. His main teaching and research interests are in the areas of the Economics of Competition Policy and the Economics of Public Policy.

Ciara Whelan is Assistant Professor in the School of Economics, University College Dublin, Ireland. Her main research interests are in applied industrial economics and competition policy.
