Without Riots: A Political Solution to America’s Fiscal Crisis

Without Riots offers a political solution to the massive fiscal problem facing America. Congress must slash the budget to prevent financial collapse of our monetary system. But can benefits be cut without causing protests or even riots? I think they can be. Within these pages I lay out a plan to slash the budget without sacrificing benefits people have come to expect. Thus, without riots, we can fix the financial turmoil created by Congress.

Having served on the National Association of Counties (NACO) Taxation and Finance Policy Steering Committee during the 1980’s, I was aware of the concepts President Reagan attempted to initiate. Elected officials had various needs related to their own constituencies which were diverse and contrasting. I learned the federal one-size-fit-all philosophy cannot be practical for many states which have needs of varying priorities. I ask the reader to discount my own influence and, instead, evaluate the concepts put forth. If worthy, consider them. It does not require that I be valued, only the ideas.
