During this time, it ignored new forms of battle being exercised and conducted by major regional players such as Russia, China, Iran, and North Korea. The proliferation of new technologies, to include weapons of mass destruction (WMD) capabilities and materials, will remain a constant during the coming years. The Army and joint forces MUST adapt and prepare for the use of these new technologies. Civilians must prepare, too.
