"It was one goddamned awful mess." Dunboro, New Hampshire is deluged by rain with the threat of more to come. The town dam may burst at any moment, and the fire department is stretched thin. Volunteer firefighter Jack Fallon is standing watch at a flooded roadway when a woman plows her car into the water. She claims someone is going to kill her and flees into the night. Jack embarks on a search for this woman, his wife Valerie reluctantly in tow, and uncovers a mystery darker and more dangerous than he could ever have imagined.
