Plan of Action was as follows: (1) Secure the right to issue and control the nation’s money and credit by means of the Federal Reserve Act; (2) The incident to prepare the people was the assassination of the Archduke of Austria; (3) World War I followed in 1914; (4) In order to bring U.S. into the war, the people had to be prepared, so an ＂incident＂ was necessary, the Lusitania; (5) League of Nations; (6) Versailles Treaty; (7) Palestine as seat of One-World Government.＂
