Civic education is the study of the theoretical, political and practical aspects of citizenship, as well as its rights and duties. Ethical Education involves exploring different worldviews and beliefs, considering ethical dilemmas and the process of ethical decision making. Government is the political and administrative hierarchy of an organized state. It is the executive arm of the state. It is through government that state exercises legislative, executive and judicial functions. Government is the term applied to the institutions and processes by which groups and states are regulated. Usually it refers to the organization and procedures of recognized states. In this respect government regulates the affairs of a people who have identified themselves as one in the nation- state system. Generally government is an agency of a state or society. Government is equal to the sum total of officials who hold power on behalf of state. In other words, the institutions, people, and agencies responsible for making and administering laws and public policies constitute a government.
