The monograph covers general and special issues of power and authority relations. It forms a special epistemological basis for the study of power in general and state power in particular, not previously used in such studies, with the content of unique methodological tools. The concept of power is given and its essence is defined in various planes of social relations. The ontology of public administration in the state and legal reality of modern states is critically analyzed. Special methods and ways to limit the arbitrary power are studied. An idealistic paradigm of public state power is constructed for both modern Russia and other states. Besides, the author opticized attention on many other issues affiliated with the authorities.
