In a neoliberal, pluralist, representative and electoral democracy, the people are the holders and guardians of political power, which they exercise either indirectly through their elected representatives, or directly by referendum. Educating citizens to vote is therefore essential if we are to build a truly democratic state in which the people establish themselves as the sovereign authority of power. This handbook provides Congolese voters with the basic information and notions relating to electoral practice, enabling them to make a judicious choice of those to whom they wish to entrust the destiny of the State for a well-defined term of office, while keeping a watchful eye on the electoral process.
