The updating of the Cuban socialist model poses new demands to the National Education System, as set forth in the Guidelines of the Economic and Social Policy of the Communist Party and the Revolution approved at the VI Congress, and in the Objectives of the First National Conference of the PCC. Guideline 145 expresses the need to increase the preparation of the teaching staff, in order to contribute to guarantee the quality of the teaching-learning process, directly associated to Guideline 150, which states the need to ensure that the enrollment of the different specialties and careers is in correspondence with the demands of the development of the economy and society. To guarantee that vocational training and professional orientation developed in primary education, in conjunction with production and service organizations and with the participation of the family, promote the recognition of the work of middle-level technicians and skilled workers.
