Among the things that matter in today’s world, personal security or citizen security is at the top of the list. The overexposure of the criminal phenomenon to public opinion, thanks to the parallel phenomenon of the exponential expansion of the mass media, has put the issues of "citizen security" and "public safety" at the forefront of people’s attention and concern in many countries, especially in Latin America. To address this concern, both from the state and from civil society, multiple measurement tools have been developed. Measurements or evaluations of citizen insecurity (official statistics, victimisation surveys) provide a measure of the problem. The evaluation of social effectiveness and efficiency in achieving citizen security provides a measure of social capacities and needs to address the problem. This book proposes models to achieve this evaluation.
