An acceptable response to the US espionage act became the main focus of Dilma Rousseff’s government, with two strands to the defence of this interest: resolving the domestic challenge and establishing a foreign policy response. Brazil had to rethink its domestic cyber legislation as a response to US espionage, for example with the Marco Civil da Internet (Civil Rights Framework for the Internet), but it turned out that this movement was already happening in other spheres. Therefore, speeches by authorities, documents, national laws, reports and media analysis will be analysed.
