This work aims to analyze the land regularization policy of the Rio de Janeiro State Government. It is currently carried out by the Land and Cartography Institute of the State of Rio de Janeiro, a technical body that helps irregular settlements to become legal, guaranteeing that families can remain in their homes through the titling of possession or property. Through research and interviews with former and current employees of ITERJ, as well as employees who worked in the bodies that created the Institute, it was possible to understand its work, as well as its capacities, competencies and limits in the land regularization of settlements in the state of Rio de Janeiro.
