Procurement Contract Management and Stock Control in Mozambique’s Public Administration is a very complex activity, if we consider that making the acquisition of a good operational is simpler than dealing with the bureaucratic stages that precede or follow it. If the preliminary and preparatory stage (in which we include the drafting of the Terms of Reference and/or the Basic Project, Calls for Tenders, among others) were exemplary, we would certainly have fewer problems with regard to the management and supervision of administrative contracts in general, in order to improve the approach we will take to the search for the best acquisition for the best achievement of public ends. The research highlights the importance of efficiency in management for institutional development and provides data for more effective policies in Mozambique.
