Teruo Mori graduated the textile chemical engineering division of Shinshu University on 1970 and then he serviced to the lithographic printing plate department of Fuji Film from 1970 to 1984. During that period, Mori created 19 patents on metal surface finishing. Also, he registered the professional engineer guaranteed with Japanese government. After leaving Fuji Film, he worked as the private consultant for chemical engineering and statistic-optimizing areas. He as a chemical engineer worked at the USA, Britain, France, Germany, India, and China to build up the new factory. Also he got the engineering of Ph.D. from Pacific Western University at 1990 in the USA. He published 7 books on the optimizing way using Quality Engineering (Taguchi Methods) from 1985 to 2015, also three books of them were published in the USA, and one was in Taiwan. He in statistics introduced near-orthogonal array L12 to optimize at the researching area.
