本研究透過國內駕駛人體格體能檢查與國外制度回顧,針對我國成立「駕駛人醫學諮詢委員會」及修正「60歲以上職業汽車駕駛人體格檢查表」提出分析,以作為後續決策之參考。研究結果建議在交通部層級成立我國「駕駛人醫學諮詢委員會」,由負責國內多數駕駛人實務管理之交通部公路總局作為後續委員會運作之行政支持機關,委員會組成包括7名行政部門委員及12名專家委員,研究中並建議委員會推動6項主要任務,包括:建立醫療適性項目及標準、建立醫療檢查機構與醫療人員資格、推動從業人員訓練與一般民眾教育宣導、發展相關議題之專案研究事項、駕駛人適性之重大爭議事項解釋,以及相關道路交通安全法規修訂之建議等。交通部參考本研究結果於97年5月5日正式頒布「交通部駕駛人醫學諮詢會設置要點」。 This study aims to explore the establishment of a Driver Medical Advisory Committee and revision of the physical examination form for professional drivers aged 60 and above via reviewing the system of fitness to drive and medical advisory mechanism in advanced countries. According to the operation of advisory committees in the UK and the US, we suggest the Committee in Taiwan be directed by the Ministry of Transportation and Communications and be operated by the Directorate General of Highways. The Committee consists of 7 high-ranking officials and 12 experts (i.e. 11 doctors with different medical professions and one traffic safety expert). Six main tasks have also been suggested including the establishment of medical standards of fitness to drive, qualification of examiners, education and propaganda on fitness to drive, analysis and research issues, and the suggestion of traffic regulations on fitness to drive as well as the discussion of critical debates on medical standards. The Committee Outline was established on May 5, 2008 based mostly on the study results of this report.
