根據聯合國跨政府氣候變遷小組(IPCC)於2007年公佈的第四次評估報告顯示,地球的年平均温度逐年上升已是不爭的科學事實,熱浪來襲,冰原溶解,海平面逐漸上升,沿海城市面臨被海水淹沒的危機,種種由於氣候暖化在世界各地所導致的異常現象,衝擊著人類的生存環境和自然生態的永續。科學家認為,引起全球温度上升的主要原因,是各種人為活動排放温室氣體所造成,因此「節能減碳」是解決全球暖化最直接的做法。但是因目前各種動力來源仍舊是以燃燒燃油之成本為最低,因此為了能達到「節能減碳」之目標,政府現階段必須規劃政策的配合與研發經費的補助,並擬定中長程計畫,逐步執行方能達成目標。在國際貿易發達的現代,港灣在各國中扮演貨物進出口的重要角色。但是港口內的各式輪船與機具,也都是碳的大量排放來源。本計畫將針對港灣內之船舶與機具進行研究,以制度研擬與技術研發兩方面,並以短、中、長三階段進行規劃與執行,共計規劃4個研究計畫,以為後續本領域之參考。成果效益與應用情形:本研究係先導型研究,研究成果將做為後續規劃研究的參考。 According to the United Nations Inter-governmental Panel on Climate Change (IPCC) published in 2007 in the Fourth Assessment Report, it is shown that the average annual temperature of the Earth increasing year by year is an indisputable scientific fact, including heat waves, melting ice sheets, the gradual rise in sea level, and coastal cities facing inundation from sea water crises. Scientists indicate that global warming is mainly the result of human activities caused by emissions of greenhouse gases. Therefore, "energy efficiency increase and carbon emission reduction" is the most direct solution to global warming. However, as a result of the current power system, most kinds of ships still burn heavy fuel oil (HFO) for the lowest cost, so in order to be able to achieve "energy efficiency increase and carbon emission reduction" objective, the government's policy planning at this stage with R & D funding and subsidies, and to develop long-term plan. In addition, harbors and ports play an important role in international imports and exports. However, the various types of port equipment and transport vehicles are the large carbon emission sources. In this project, a planned total of 4 research projects for energy efficiency increase and carbon emission reduction to ships and ports in this new field. BENEFITS AND APPLICATIONS: This study is a pilot research. The results of this study will be used for further research.
