1990年臺灣大學建築與城鄉研究所成立「規劃室」，1994年正式轉型為財團法人臺灣大學建築與城鄉研究發展基金會，為執行實務工作的非營利組織。配合城鄉所教學提供大學部與研究所參與實習的機會，對外面對當時臺灣社會全面改革的期待，以參與式設計社區設計之實踐路徑，自許成為具有社會責任與創新的專業組織。成立至今，約每隔10年，分别在2000年、2013年出版專輯，目的是紀錄重要工作成果,檢視組織運作與發展方向，也是創造社會批評與討論的機會,共同尋求更好的規劃設計實踐方法。
2020年疫情仍衝擊全球之際，我們開啟了第30年專輯的籌備工作，本次專輯做為30年實踐的總彚整，挑選20餘專案，展開與個案工作人員，合作專家顧問，社區的訪談與對話，不僅是回顧，而是重新梳理專業與社會的關係，檢驗參與的方法與行動，並嘗試指認今日仍面對的問題與困難。因此，這次專輯以「變革」為題，期許自我的不斷變革，蓄積社會創新的動力。專輯的出版，同步舉辦展示與論壇，個案之影片紀錄，期望更多的創造性對話與專業實踐的社會想像。

臺大城鄉基金會成立宗旨，是以非營利性之運作方式，進行多元性社會服務的參與式規劃設計工作，並特別著重為弱勢社群與環境正義的倡議。
臺灣大學建築與城鄉研究所，為因應臺灣快速經濟成長中之城鄉、建築、及生態環境等嚴重課題，於1990年7月成立專業服務單位〝規劃室〞，整合各專業領域之專長並落實社會實踐之目標。從1990年到1994年，「規劃室」以「結合學術與專業」的理念，為中央到地方政府各部門進行了多項規劃與設計工作，包括縣市綜合發展計畫、都市計畫、都市更新、聚落與古蹟保存、社區發展與設計、地景規劃與設計及建築計畫與設計。
由於工作量不斷增加，個案之內容及對外關係日趨複雜多樣，乃邀集社會贊助，於1994年8月正式成立〝財團法人臺灣大學建築與城鄉研究發展基金會〞。在1995年間，為進一步落實專業規劃與地方社區的結合，並提昇工作效率，基金會於宜蘭縣成立宜蘭工作室，落實常駐地方之社會服務。2000年，基於組織人力成長、並因應社會需求，而發展「工作室」經營型態，進行地區性及議題性的持續關注與業務推展。目前有宜蘭工作室、綠驛工作室、椰鄰工作室、夢田工作室、洲南工作室。另設建築師事務所綜理建築設計監造工作。
本基金會成立的宗旨，是以非營利性之運作方式，進行多元性社會服務的參與式規劃設計工作，並特別著重為弱勢社群與環境正義的倡議。設立下列四個目標：
1.將學術研究成果實踐於服務社會。
2.綜合學術與專業知識，積極落實參與式規劃設計方法。
3.開拓基金會及研究所資源，並能加以靈活運用。
4.推廣國際專業交流及跨界合作。
主要工作內容包括承辦有關建築、城市及鄉村之研究，規劃與實質環境設計之工作，舉辦與上述工作相關之研討、教育、交流、合作等活動，以及出版並推廣上述工作及活動的成果作為學術與專業實踐的媒介。
