The Cold War is nearing its final crescendo. The Soviet Union--decried by President Reagan as "the focus of evil in the modern world"--is expanding its presence throughout the Pacific Ocean. In late 1985 the Central Intelligence Agency Headquarters at Langley receives word that a significant human intelligence asset--a highly placed public official in Western Samoa--has been hanged to death in his own home. Straightaway, a Hawaii-based CIA agent is dispatched to sublimely enchanting, tradition-bound Samoa to investigate the death and contain any further disruption to the stability of the Pacific region.
