臺灣的鳥類面臨許多威脅，包括路殺、窗殺、綠能設施擴張、氣候變遷、外來入侵種、泥灘地 流失及農地流失。這些因素威脅鳥類的生存，規劃相關的保育對策是當務之急，尤其是特有種 鳥類、繁殖鳥與受脅物種，臺灣擔負更高的國家保育責任。不僅如此，候鳥佔了臺灣鳥類組成 的四分之三，遷徙線的保育須由沿路國家共同分擔保育責任，跨國合作也顯得更加重要。 為了成為科學研究與保育工作後盾，臺灣建立了幾個關鍵的資料平台，包括eBird Taiwan、 iNaturalist、台灣生物多樣性網絡（TBN）及臺灣生物多樣性資訊聯盟（TBIA）。這些平台提 供了豐富的觀察紀錄，供研究人員、保育人員及大眾使用。公民科學扮演關鍵角色，大量的觀 察紀錄來自於每一位自然觀察愛好者的貢獻。 過去十年，臺灣啟動了大量的公民科學計畫。2023年起，陸續完成繁殖鳥類和度冬水鳥的數 量變化趨勢，並且建置「臺灣森林鳥類指標」、「臺灣農地鳥類指標」和「臺灣外來鳥類指 標」等三項複合物種指標。從公民科學資料回傳，到指標與族群趨勢產出，這一套流程得以完 整運作並每年更新。我們注意到，雖然整體來說，繁殖鳥的數量沒有明顯的減少，但仍藏有大 量的警訊。度冬水鳥方面，則以蘭陽平原的狀況最為嚴重，也確認是水稻田流失所致。 應對這些挑戰，臺灣已採取各種減緩措施，例如設置警示標誌減少路殺、改善玻璃設計防止窗 殺、以及合理規劃綠能設施，減少對鳥類的影響。不僅如此，氣候變遷對鳥類的影響不容忽 視，許多鳥種已經開始改變其繁殖和遷徙的行為模式。外來入侵種對原生物種構成威脅，而泥 灘地與農地的流失則直接影響到鳥類的食物來源和棲息地。 在未來，相關開放資料庫將進一步促進資料共享，支援資源管理、科學研究與教育推廣等永續 發展目標，並為在地及全球的保育行動做出實質貢獻。整體而言，臺灣對鳥類保育展現積極的 態度，也強調了合作與資料開放重要性。 這份報告涵蓋了整份報告的關鍵內容，包括現狀、面臨的問題、現有的資料來源和未來的展 望，提供了一個對於臺灣鳥類保育現況的全面回顧。 This report is the second national bird report compiled for Taiwan and represents the product of years of study and collaboration across the country’s bird conservation community. It offers an updated, evidence-based overview of Taiwan’s avian biodiversity, drawing on the latest data from government agencies, citizen science projects, research networks, and conservation organizations. The information presented here is vital not only for local stakeholders and policymakers, but also for the international community. Migratory species account for three-quarters of Taiwan’s avian diversity. This reflects Taiwan’s position as a key transit, stopover, and wintering site along the East Asian–Australasian Flyway?one of the world’s major migratory bird routes. It also highlights the country’s responsibility in conserving critical habitats used by birds throughout their annual journeys. The need for coordinated, transparent, and science-informed conservation across the flyway has never been more urgent. This document is part of Taiwan’s ongoing effort to support the survival of the many species that depend on the EAAF. We hope this report serves not only as a resource for researchers and decisionmakers, but also as an invitation to deepen public engagement and cross-border cooperation in safeguarding bird species and their habitats.
