It’s the year 2031, and crime rates have skyrocketed. The prison system is wildly over-populated-leading to horrifying innovations-and in Washington, DC, a serial killer is on the loose with a vicious imagination and a personal vendetta against one man: Detective Jack Favro. Favro will have to battle his own demons if he’s to have any hope of catching Cyrus, who has already tortured and killed multiple women, taunting the police, and Favro in particular, every step of the way.
