In this research, a study has been carried out on how Citizen Participation has managed to influence the formulation and execution of Public Policies in the city of Bogota. The case study that has been chosen has been that of the Domiciliary Public Services (Water) in the government periods of Luis Eduardo Garzón (2004-2008) and Samuel Moreno (2008-211). Within this period of time we analyzed the mechanisms and public policies that promoted and facilitated citizen participation in decision making regarding such a vital and important issue as Public Utilities in the city of Bogota.
