Water has currently become a scarce resource in some areas, specifically due to poor water management. Water is indispensable for the development of life, for without it neither plants nor animals would exist, indeed, not even man himself would survive without water. And although water occupies 75% of the total surface of the planet, only a small percentage is useful for human consumption, since the rest is not drinkable. Peru is a privileged country, it has 1.89% of the world’s fresh water availability, therefore, we must take care of it and manage it with justice and equity for all, in addition Peru occupies the 8th place in the world ranking of countries with more water (FAO, 2003).Our geography has determined the existence of 159 hydrographic basins in our territory, each one of them has its singularities and needs for adequate water resources management, therefore, the National Water Authority, through the Water Resources Management Modernization Project, has been promoting the creation, installation and management of water resources councils by basins as one of the management models.
