The starting point of this research was to establish the need for the emergence of a new criminological current called "Criminology of the Enemy", which studies a special form of criminality called the Jihadist terrorist movement. Jihadist terrorism currently represents an extremely dangerous threat to humanity, because of its claim to dominate the whole world. Islam as the religion of the Muslims has no connection with jihadist terrorism. The study of the jihadist terrorist movement and its dynamics makes the application of the Criminal Law of the Enemy indispensable, since the latter must be clear about the way terrorism operates in order to combat it from a repressive point of view. The emergence of what is called "Criminal Policy of the Enemy" will revolve around the three components of formal social control: the police system, by means of a police state, the criminal justice system by means of a Criminal Law of the Enemy and the application of death sentences or life imprisonment. Finally, the penitentiary system with the execution of life imprisonment.
