The current socio-political context demands more and better mechanisms for approaching public management, as well as greater involvement in decision-making. This book intends to know in situ how, through a government action, the regions were driven towards the conformation of policies and regulations that have a regulation in force in matters of citizen participation in these autonomous bodies.Given the non-existence of this instrument of citizen participation in the Regional Governments, today the Biobío region has its regulations, hence the importance of knowing and analyzing how citizen participation was developed in the process of establishing this instrument.The main results obtained in this study from the perception of the key actors is the valuation of the process in the sense that it covered the region territorially, an exploratory civic exercise in topics at regional level, but that is not known by the citizenship, which only managed to summon the people who have greater proximity and linkage to the topics of citizen participation.
