It would be best to follow the laws to keep the peace the land, in the skies, in the waters and in everything in nature. Once there was no law and both paid the price. Now both have to adhere to the peacekeepers known as the Jelery, or do they? The Telirians flaught the law, they showed a new way to prosper and break the shackles of the restrictive law. With rumblings of a revolt there are those both spirit and human that would relish a war to settle who controls the land once and for all.
