In a scenario of constant change, agility, creativity and productivity have been demanded of organisations, both private and public. For public organisations, this change was motivated by the increase in the range of services they began to offer society and by re-democratisation. In order to adapt, organisations have sought to develop their governance systems so as to guarantee that they can achieve their mission, objectives and strategic goals. For this reason, risk management has been highlighted as a methodology capable of offering organisations a reasonable guarantee of success. The risk management model presented by the Committee of Sponsoring Organisations of the Treadway Commission (COSO) has been one of the most valued. The literature shows that the development of employee competences in the basic themes related to the subject is one of the elements of the successful implementation of a corporate risk management structure. The aim of this work is to present a proposal for a training structure, based on the application of the ADDIE methodology, which will enable the development of basic risk management competences.
